UTS 5-a-side Football Competition Rules v. 2
Game
regulations
1. Playing
time allowed for each game shall be Fourteen (14) minutes each half, with no
half time break. There will be no time off for injury or other stoppages of play
except at the discretion of the referee. Kick off times indicated on the draw.
2.
Competition points will be awarded as follows:
three (3)
points for a win,
one (1)
point for a draw and
zero (0)
points for a loss.
The top
four teams in 6-team divisions will qualify for the semi-finals where first
place will play fourth place and second place will play third place.
In the case
of 7-team divisions finals will be played between the top two teams.
3. All
players must sign on the team sheet before taking the field for each match.
Failure to complete the match team sheet before taking the field may result in
forfeits or fines.
4. No
player shall take the field of play unless they have registered and paid their
insurance levy. The registering of new players will be arranged with the Ground
Manager (Chris Low) or Tournament Convenor (Jane van Beek). New players may be
registered at any time during the season prior to taking the field. No
late-registering player is permitted to take the field without payment of
insurance fees and with the approval of the ground manager.
5.
Forfeits will be recorded as a (4 – 0) win to non-forfeiting side.
6. If
a team is unable to field a minimum of three (3) players, one of who shall be a
goalkeeper, 5 minutes after the scheduled commencement of the game then a
forfeit shall be awarded to the opposition.
If both teams fail to field a minimum three (3) players then the game is
null and void and no points will be awarded.
7.
Forfeits may be made prior to the match. The forfeiting team must inform the 5
a-side Ground Manager (Chris Low) office by phone and/or e-mail of an intention
to forfeit no later than 24 hours before the scheduled time of the match.
Forfeits received less than 24 hours before the match will incur a penalty of 6
competition points. A second
offence will incur a loss of 6 competition points and/or expulsion from the
competition.
8. Players
may register to play for more than one team on the same night as long as the
teams are not in the same division.
9. Playing
of unregistered or suspended players will result in a forfeit.
10. Washed
out games will be played if time permits and the results have a bearing on the
final table.
11. Maximum
number of substitutes seven (7).
12. Each
team must supply a size 5 match ball for the game.
Substitutes
13. Substitution Method: "Flying
substitution”.
14. At half time team substitutes should
switch halves so they are located near their own defenders
15. The “flying substitution” of players must
take place within 5m of the half-way line. The player being replaced is required
to leave the field before the replacement enters the field of play. Any breach
of this rule will be penalised at the discretion of the referee.
Playing
rules
16. All rules and regulations of FIFA: Futsal
Laws of the Game will apply unless otherwise directed below.
17. There will be no offside rule applied
during the competition.
18. Kick-ins shall be taken in place of a
throw-in when the ball crosses the sideline.
Procedure
The player taking the kick-in: -

shall do so
within 4 seconds of receiving the ball
·
shall have part
of one foot on or outside the touchline at the moment s/he takes the kick-in
·
may not play
the ball a second time until it has touched another player
·
cannot score
directly from a kick-in.
The players of the defending team: -
·
shall be at
least 5m from the place where the kick-in is taken until ball is in play.
The ball: -
·
shall remain
stationary on the touchline
·
may be kicked
back onto the pitch in any direction
·
shall be deemed
in play as soon as it enters the pitch.
19. All free kicks. The minimum distance
an opposing player may be from the ball in a free kick situation is five (5)
metres.
20. Penalties are to be taken six (6)
metres from the goal. Second Penalty Spot is 10 metres from the goal
21. Games will commence on time and the
ground manager and referees will control time. Lost time will be deducted from
the game at the referees discretion.
Clothing
22. Teams shall wear shorts, socks, and
shirts.
ALL shirts
must have permanent numbers (No tape or Marker pen).
23.
All players must wear shin pads. Referees will not permit players to take the
field of play without shin pads.
24.
The wearing of jewellery is not permitted.
Goalkeeper
25. The goalkeeper may only clear the ball by throwing it when they have picked it up. An indirect free kick will be awarded for an infringement of this rule.
26. Goalkeepers may not play the ball at all (i.e. with any part of the body) after clearing it as described in 1) until it has been touched by an opponent or has passed over the half-way line.

After clearing the ball touches the ball again before it has been played or
touched by an opponent, or has crossed halfway,
·
Touches or
controls the ball with his/her hands directly from a kick- in taken by a
team-mate,
·
Touches or
controls the ball with his hands after it has been deliberately kicked to him by
a teammate,
·
Touches or controls the ball with his hands or feet for more than four seconds
whilst in his own half.
28. Accumulated fouls are those fouls that are punished by a direct free kick.
(see Law 12 “Laws Of The Game For Futsal”).
29. Free kicks for the first five (5) accumulated fouls committed by each team
during each half are taken from the point where the offence occurred unless
committed by a player in his own penalty area, in which case a penalty kick
shall be taken from the first penalty mark (6m).
30. Free kicks for subsequent accumulated fouls committed by each team during
each half are taken from the second penalty mark (10m) unless committed by a
player in his own penalty area, in which case a penalty shall be taken from the
first penalty mark (6m).
31. The referee may allow play to continue by applying the advantage rule if the
team has not yet committed 5 accumulated fouls and the opposing team is not
denied an obvious goal scoring opportunity.
32. If extra time is played, accumulated fouls from the second period shall
remain valid. Any accumulated fouls during extra time shall be added to the
team’s total from the second period.
Cautions/Cards
33.
Referees at their discretion may issue yellow cards. An accumulation of four (4)
yellow cards will result in an automatic one-match suspension. The P.D. & D.
Committee has the authority to adjust suspensions at their discretion.
34.
Referees at their discretion may send players from the field. Sent off players
may be substituted
after two (2) minutes playing time has elapsed or
the opposition scores a goal.
35. A sent
off player may take no further part in the game and must leave the vicinity of
the field.
36. The
P.D. & D. Committee may cite players to a P.D. & D. Committee hearing for
further action upon receipt of a Referee’s report.
37. The
following mandatory suspensions shall apply: -

Second
Cautionable Offence in a match – 1 match
·
Deliberate
hand ball to prevent goal scoring opportunity – 1 match
·
Serious
foul play to prevent goal scoring opportunity – 1 match
·
Serious
foul play of a non-violent nature – 1 match
·
Offensive,
insulting or abusive language loudly or to opponents – 1 match
·
Offensive,
insulting or abusive language to referees, officials or spectators – 2 matches
·
Serious
foul play of a violent nature – 2 matches
·
Violent
conduct – 2 matches.
38. All
suspensions will be served in the next scheduled game/s.
39. The
P.D. & D. Committee has the discretion to review or confirm all suspensions.
40. There
is no right of appeal against mandatory suspensions. Players may contest
non-mandatory
suspensions at a P.D. & D. Committee hearing.
41. Appeals
against a decision of the P.D. & D. Committee at any hearing may be made to the
Appeals Board.
42.
If a referee has not been appointed to a game, teams are to supply their
own referee.
Each team is to supply its own whistle.
43. Extra
time is not to be added on to games for any reason. The Ground Manager is the
official
timekeeper and games will commence and finish on
their siren.
Semi-finals/Finals
44. If
teams are equal on competition points at the end of the competition, goal
difference (goals for
less goals against) will decide the final placing.
If teams have the same goal difference, then the
team with the most goals scored is the higher placed
teAm. If the teams are still equal, the regular
season win/loss record between the equal placed
teams will decide the higher placed team, or
goal difference between the teams in these matches
if required. If the teams are still equal, a toss
of
the coin will decide the higher placed team.
45. For a
player to be eligible for a semi-final or final, that player must have played at
least three (3)
competition games for that team.
46. In the
semi-finals and finals, extra time will be played in the event of a draw at the
discretion of
the
referees, if light permits. . Extra time will consist of two (2) extra periods
of five (5) minutes each way, with the ‘Golden Goal’ rule in place. If scores
are still equal a five (5) -goal penalty shoot out will decide the winner in
accordance with FIFA rules. If extra time is not used, a five (5) goal penalty
shootout will decide the winter in accordance with FIFA rules.

The field is 50m long by 25 metres wide.
The UTS 5-a-side Football Competition is conducted under the guidelines of the
NSW
Department of Sport And Recreation Sport Rage policy
and the FFA and Football NSW
